Then you definitely want proper fixings - either find a stud to screw into, or use proper plasterboard anchors rated for the weight. Regular picture hooks will just pull straight out with heavier frames.

Depends on your wall type. On a solid wall with right fixings, pretty much anything. On plasterboard, I'd be confident with frames up to about 10-15kg if I can't find a stud. Heavier than that needs stud fixing.
