How do you find what's causing it?

Process of elimination. Unplug everything on that circuit, reset the breaker, then plug things back in one at a time. When it trips again, the last thing you plugged in is the culprit. If it trips with nothing plugged in, it's the wiring itself.

What if you can't reset it at all?

If the breaker won't stay up even with everything unplugged, there's a fault in the wiring somewhere - could be a damaged cable, water ingress, or the breaker itself is faulty. That needs proper investigation and probably some rewiring.
